National single window mechanism realization promoted

VGP – The PM has released Directive 27/CT-TTg on speeding up progress and raising efficiency of the national and ASEAN single window mechanisms and trade facilitation.
Over the past time, ministries, agencies, localities, and enterprises have proactively implemented the national and ASEAN single window mechanisms. As of late April, 2017, 328,000 administrative dossiers were handled at the National Electronic Portal with 11,000 business participants. The time on export and import customs clearance dropped significantly, thus contributing to cutting costs; improving the business environment; and raising business competitiveness.

Nevertheless, the implementation progress of the master scheme on national and ASEAN single window mechanisms in the 2016-2020 period was slow. The procedures on export and import inspection remain complicated and overlapping.Technological solutions and financial investment options cope with various challenges.

Realizing Decision 2185/QD-TTg

The PM tasked ministers, ministerial-level leaders to implement solutions stipulated at Decision 2185/QD-TTg, dated November 14, 2016 approving the overall plan to implement the national and ASEAN Single-Window mechanisms during 2016-2020; focus on reviewing, perfecting legal basis and administrative procedures to deploy the mechanisms.

Ministers and ministerial-level leaders were asked to deploy the IT system to implement the national single window; speed up training work; call on citizens and businesses to implement administrative procedures in the national single window portal; and ensure financial resources for the national and ASEAN single window mechanisms.

Cutting custom clearance time

The PM noticed the importance of raising efficiency of major inspection on exports and imports in accordance with Decision 2026/QD-TTg, dated November 17, 2017; perfecting the legal system; and streamlining administrative procedures on customs clearance.

The Ministry of Finance was assigned to work with relevant ministries and agencies to fortify operation of the the National Steering Committee for the ASEAN Single Window and National Single Window and facilitate trade by December, 2017.

A legal framework on implementation of the ASEAN Single Window and National Single Window Mechanisms will be perfected in December, 2017.  

Timely responses to business comments

The Viet Nam Chamber of Trade and Industry (VCCI) was assigned to serve as a bridge to connect business community and administrative agencies; make periodical surveys with comments and proposals collected from the business community on the single window mechanism and facilitate trade; cooperate with the Ministry of  Finance and relevant ministries to hold dialogues to collect feedback to amend and supplement policies, mechanisms, and single window administrative procedures.

Every six months (prior to June 25 and December 25), ministries and agencies were assigned to make reports on the implementation of the directive, then send them to the Ministry of Finance (the General Department of Customs) for summarizing and reporting to the PM./.
